MESURES PER MILLORAR L'ESTAT DEL DRET
L’efectivitat de les propostes següents està condicionada, d’una banda, per una política estatal enfocada en la protecció internacional i superioritat de la llengua castellana en el conjunt del territori i, d’altra banda, pels dèficits de legitimació de la cultura catalana com una identitat nacional no reconeguda en el context estatal i europeu.
1) Assolir, en el marc d’un nou moment constituent, cotes més altes de sobirania lingüística per adoptar polítiques lingüístiques adreçades a conèixer, viure, preservar i desenvolupar la pròpia identitat cultural i lingüística.
2) Aprofitar i millorar les eines existents davant la internacionalització de la cultura, el coneixement, l’economia, la mobilitat de les persones, la recerca i el món acadèmic.
3) Adaptar la legislació estatal als compromisos assumits per l’Estat espanyol en el marc de la Carta europea per a les llengües regionals o minoritàries.
4) Aprofitar les dinàmiques europees en l’àmbit de l’audiovisual en favor de la llengua catalana i occitana-aranesa.
5) Millorar la integració de la política lingüística en les diferents polítiques públiques per mitjà de la transversalitat i la coordinació interdepartamental en l’àmbit de la Generalitat.
6) Promoure la consolidació i la millora del coneixement i les capacitats d’ús lingüístic dels estudiants a Catalunya, especialment per mitjà de la garantia de la capacitació lingüística en les llengües oficials i en terceres llengües del conjunt del professorat i, en particular, del que imparteix matèries lingüístiques.
7) Aplicar les previsions estatutàries sobre l’exigència d’un coneixement adequat i suficient del català per part del personal de l’Administració de l’Estat i l’Administració de justícia a Catalunya.
8) Continuar i intensificar les polítiques lingüístiques adreçades a persones immigrants per estendre el coneixement de les llengües oficials, amb un enfocament intercultural i de promoció de la cohesió social, tot valorant l’aportació de les seves llengües i garantint-ne la participació per mitjà d’espais de convivència.
